Information on the annual Town Budget, Town Meeting, School District Meeting, Voting and Election Process will be posted as it becomes available.  Please contact the appropriate official for additional information on any item.

To understand the basis for the ballot and warrant articles that will be voted on, it is very important to attend Board and Commission meetings leading up to the actual vote.  All public meetings are noticed. Please contact town hall for additional meeting schedule information.  Board and Commissions begin consideration of zoning, budget and special warrant articles in August for the upcoming March ballot.

Belmont voters adopted the SB2 (Senate Bill 2) form of Town Meeting in 2008. The Shaker School District adopted the SB2 (Senate Bill 2) form of School District Meeting in 2016.  This requires two sessions each for both the Town and School District Meetings.  NHMA Default Budget FAQs.

Town Meeting First Session - Deliberative Session is for explanation, discussion, debate and amendments to the proposed operating budget and warrant articles. Proposed zoning amendments cannot be amended at the deliberative session.

Town Meeting Second Session - Election/Voting Day allows voters to cast an official ballot to elect officials and to pass/fail proposed budget and warrant articles.

School District Meeting First Session - Deliberative Session is for explanation, discussion, debate and amendments to the proposed operating budget and warrant articles.

Town Meeting Preparation

Capital Improvements Plan (CIP)

A Capital Improvement Plan is a decision making tool used to plan and schedule town improvements over a period of six years or more. It is a statement of a town’s intended schedule for the construction, expansion or replacement of public facilities and equipment that have an appreciable life expectancy such as schools, libraries, and highway equipment. For Belmont, a capital improvement has been defined as an item costing at least $25,000 and having a useful life expectancy of at least one year. John M. Sargent Fund
2023 Sargent Fund Application (PDF)

The income from the John M. Sargent Fund is used for any purpose that the voters of the Town of Belmont decide by majority vote at the March Town Meeting.  In order to facilitate the distribution of this money, an appointed committee of local citizens will review all requests and shall make recommendations to the voters.  History  See application and closing date above.


Selectmen's Budget

Each year Department heads are directed by the Board of Selectmen in the development of Department budget requests for the upcoming year.  The Board of Selectmen meets with Department Heads, evaluates the overall service needs of the community, reviews proposed expense and revenue numbers for the upcoming year and develops a budget which they present to the Budget Committee.  Watch Board of Selectmen Agendas for meetings and see applicable dates above. 


Proposed Amendments to Zoning Ordinance or Building Code

Amendments to the Zoning Ordinance or Building Code may be proposed to the voters by the Planning Board, by the Planning Board as a result of a recommendation from the public, or by the public by petition.  In all cases the Planning Board will hold at least one public hearing on all amendments proposed to be placed on the Town Meeting ballot.  Watch Planning Board Agendas for meetings and public hearings and see applicable dates and proposals above. 


Budget Committee

Upon receipt of the Selectmen's proposed budget, the Budget Committee will also meet with Department Heads and conduct a thorough review of the community's financial status and develop the final proposed budget to go before the voters.  At least one public hearing will be held in accordance with RSA 40:13 ,II-a(c).  The budget finally proposed by the Budget Committee is the budget that goes on the ballot for voters at Town Meeting.  Watch Budget Committee Agendas for meetings and public hearings and see applicable dates and proposals above.


Fire/Ambulance Equipment and Apparatus Fund

The Board of Selectmen will hold public hearings in accordance with RSA 31:95-c to take public comment on changing the purpose of the Special Revenue Fund known as the Fire/Ambulance Equipment and Apparatus Fund.  Watch Board of Selectmen Agendas for meetings and public hearings and see applicable dates and proposals above.


 Voter Registration for Town and School District Meetings

Only Registered Belmont Voters shall participate at both Town and School District Meeting Sessions. Residents wishing to register to vote may do so in any one of the following ways and must provide Proof of US Citizenship, a Driver's License or other acceptable photo identification, and Proof of Belmont Residency (utility bill, vehicle registration, etc.).

You may register at the Town Clerk's Office on the dates and times listed above. You may also register with the Checklist Supervisors who will be in session on the dates and times listed above.  (See additional applicable registration info below)

Although you can also register to vote both the Town and School District Second Session meetings (Election/Voting Day), please consider registering with either the Town Clerk or Checklist Supervisors to avoid a long registration line on the actual voting days.

Voters must show a valid photo ID to vote OR he/she may execute a challenged voter affidavit, and the Moderator shall take a photograph of the voter and attach photo to the affidavit in order to vote on election day.  (RSA 659:13 Obtaining a Ballot)

Filings are accepted at the Town Clerk's office during regular business hours, 7:30am to 4pm.  The First and Last days to file for Town Offices are listed above.
